trouble with thief

game 41948 - with 3 gold, as a thief, I can not build my new card that cost 3 golds. Does I fail to learn a restricting rule ?

May be is a Blue card of 3 gold coins?
You cannot build repeated districts without an hability that allow you that.
If it is not the case, it is a bug.
I'll revise it when arrival at home.

You cannot build the same building twice, that's why. It is not a bug...

I notice that you have a 3 blue district already built. I asked you if you have a same district in hand because uou cannot build the same disttrict. Only the Quadry and the special hability of the Wizard allow you that (o swap later with the Diplomat).
