No, you cant build twice the same card. Only can be build te same card with the Quarry and with the special hability of the Sorcerer (the Sorcerer are the similar to Mage in expansion, depends of the translation).
Also, the diplomat can swap cards that already be constructed in your city, because they are not constructed, only swapped. It was a legal constructed in the past.
